Extended Transition Periods and What It Means for Your RTO

The Australian Skills Quality Authority has extended the transition periods for these 269 qualifications because of the Coronavirus pandemic. These qualifications come from a wide range of training packages including AVI, BSB, CPC, CPP, FSK, ICT, MEM, PUA, RII, SIS, and UET, among many others.   

ASQA initially announced on 18 March the extension for 51 qualifications that were due to expire between 17 March and 15 July. These 51 qualifications all have their transition periods extended to 31 December 2020. After said period, ASQA have made similar decisions to extend the transition periods of other qualifications.

With this announcement, your RTO may continue to train, assess, and issue certificates for the listed qualifications until their new transition period deadlines. Your RTO can include these qualifications in your scope of registration or choose to withdraw this prior to the end of the extension.  

Further, under Clauses 1.26 (a), (b) and (c) of the Standards for Registered Training Organisations 2015, ASQA may extend transition periods if it deems that the transition period would place students at a disadvantage. 

What Does the Extended Transition Periods Mean for My RTO?

For RTOs that are having a tough time due to the COVID-19 pandemic, this extra time to plan and resource their transition projects and move students to the new course will be a massive help.   

For RTOs still trading well or have even had a boost due to the surge of students looking for distance training options to keep themselves occupied and gain certifications while they are in lockdown and potentially unemployed, there is still a good case to make the switch to the latest qualifications if possible.   

Remember, students also want to make the most of their financial and time investment in training & education. If they have the option of enrolling in an already superseded course or the NEW version of the course, almost all will choose the latter option…  

What Should My RTO Do?

If you can, we do recommend transitioning qualifications as early as possible. It means you can start enrolling students into the new course (and hopefully pick up more business due to students seeking the latest version of the course!).   

It also simplifies your life in the future. If you’re able to train out all current students in the old course prior to the transition deadline, you will save yourself from having to move students from the old course to the new one.   

When qualification packaging has changed, or units are not equivalent from the old course to the new one, this can add substantial additional work for those students – potentially leading to complaints and unhappiness in your student cohort (we’ve been there!).

The New 2020 BSB Training Package Updates (BSB Training Package Version 7.0) – Additions, Removals & Changes!

The new 2020 BSB Business Services Training Package (BSB Training Package Version 7.0) is a substantial update, affecting most qualifications and units in the training package. The BSB training package is one of the most popular areas of training with both RTOs and students, in fact approximately 80% of Australian RTOs have at least one Business Services training component on scope. Business Services units are also packaged into qualifications and skillsets across many industries.

It’s fair to say almost all RTOs in Australia (either directly or indirectly) will be affected by the 2020 BSB Business ServicesTraining Package update!

PwC’s Skills for Australia has released the Case for Endorsement document showing the changes endorsed by the Australian Industry Skills Committee (AISC) in the BSB Business Services Training Package Version 7.0. The changes reflect the identified needs for new skills and knowledge in the industry.

To summarise the document:

  • A total of 33 qualifications and 283 units of competency from Version 6.0 of the training package will be updated.
  • There are no newly created qualifications, but there are 20 newly created units in Version 7.0.
  • Skills for Australia have been directed to apply for an extended transition period by the BSB Industry Reference Committee – they will be seeking an 18-month transition period for all training products in scope.
  • The update is split into two projects – “Technical Skills” and “Enterprise Skills” – so be sure to review BOTH projects to understand all upcoming changes.
  • The project was submitted to the ASIC for endorsement and approved at their August 2020 meeting.
  • The expected release date on training.gov.au for the BSB Training Package Version 7.0 is mid-October 2020.
  • One of the most notable changes is a major consolidation of qualifications reducing the overall number of qualifications in the training package.
  • Many popular qualifications will be NOT Equivalent meaning RTOs will need to reapply for scope of registration.

Notably, this update will consolidate many qualifications to streamline the training package and create a clearer pathway for students studying in the BSB Training Package.

This primarily impacts the main Business stream, where 29 qualifications have been reduced to just 7 qualifications in the new release. Some other more specialised areas such as Conveyancing and Management (Learning) are also affected.

Specialisation streams have been added to the consolidated business qualifications to ensure learners can achieve an equivalent vocational outcome (where needed), plus several new specialisations have been added to address emerging priority areas.

One example of this is at the Certificate II level, where these 2 qualifications:

  • BSB20115 Certificate II in Business
  • BSB20215 Certificate II in Customer Engagement

Will become just one qualification in the new 2020 BSB Training Package release:

  • BSB20120 Certificate II in Workplace Skills

This change will affect many qualifications on topics such as Customer Engagement, Business Administration, International Business, Recordkeeping, Environmental Management and Sustainability, Procurement, and Sales. Be sure to check out the full project document to see how your RTO will be affected.

Besides these changes, a further 283 units of competency will also be updated from the BSB Business Services Training Package Version 6.0! These massive changes mean that RTOs must immediately take note of how it can affect them and act accordingly.

How Does the BSB Training Package Update Affect My RTO?

With the massive changes made to the BSB training package to accommodate changes in the needs of learners, your RTO must adapt and act to stay up to date.

  • Non-equivalent qualifications
  • You will need to reapply for scope
  • You will need to get training materials written for the NEW unit standards (it’s not possible to change the code and keep delivering even if units are equivalent – there will be changes to Elements & Performance Criteria, Knowledge Evidence, etc that MUST be addressed in your new training resources)
  • Check-in on the project status soon to see if it is already released
  • Make a plan for all your qualifications that will be affected

What Can My RTO Do?

What you can do now to get on top of these changes is consult experts in the industry, identify new opportunities, adjust or redevelop your training strategy, source or develop your RTO training resources and assessment materials, etc. Ideally, you should start planning and preparing for additions to scope applications – meaning getting training resources now so you are able to create your TAS, prepare your application and submit as soon as possible after the qualifications are released to TGA mid-October 2020.

Getting new BSB training and assessment materials is a must because many of the qualifications and units in the Business Services Training Package Version 7.0 are Not Equivalent to the qualifications and units from the previous training package. This means that even if you had the old course on your scope, you must submit a new scope application to be able to deliver the new 2020 qualifications.

It is important for RTOs to react ASAP. If you are one of the first RTOs to offer the new courses you gain a massive competitive advantage. Our management team has over a decade of marketing accredited courses, and student demand for the superseded qualifications will “fall off a cliff” very quickly when the new qualifications are released.  Word will get out within weeks or months of the updates and students will be demanding the new course – if you were about to enrol in a course, would you choose to study a superseded and not-equivalent course?
