CHC Training Package Update: ASQA Approves Extended Transition for Certificate III in Individual Support

In the most recent CHC training package update, the Australian Skills Quality Authority (ASQA) has taken steps to support learners impacted by the latest changes. This update specifically affects the CHC33015 – Certificate III in Individual Support, showcasing ASQA’s commitment to ensuring fair and quality training.

ASQA, in alignment with the Standards for Registered Training Organisations 2015, has granted an extension to the transition period for CHC33015. This decision provides flexibility when there is a proven disadvantage to a group of learners, a move made after thoughtful consideration following the Guidance for Providers – Learner Transition.

The extended transition period has been moved from 31 July 2024 to 31 December 2024 and applies to all ASQA-regulated RTOs. However, the primary focus is on a specific group—secondary school students who commenced their training before 31 July 2024 and are set to undertake their 2024 end-of-year school exams related to CHC33015 as directed by the state/territory school authority.

To facilitate a seamless transition, students falling under this category must either successfully complete and receive certification or be transferred to replacement training products by the new transition end date.

This latest CHC update not only highlights ASQA’s dedication to maintaining high standards in vocational education and training but also signifies a responsive approach to the changing needs of learners in the educational landscape. ASQA’s approval process for this extension involved collaboration with the Victorian Registration and Qualifications Authority and the Training Accreditation Council of Western Australia. Additionally, valuable advice was sought from the Human Ability Jobs and Skills Council to ensure a thorough and well-informed decision-making process.

CHC Training Package Update: ASQA Grants Extended Periods for CHC Diploma Qualifications and Skill Sets

The Australian Skills Quality Authority (ASQA) has unveiled a series of significant CHC training package updates. ASQA has recently approved extended transition periods across various CHC qualifications and skill sets, demonstrating their commitment to student welfare. Plus, for registered training organisations (RTOs), this CHC training update means a smoother transition, giving them ample time to manage training, assessment, and certificate issuance better.

The qualifications included in the extended transition period are as follows:

This decision comes as a result of ASQA’s commitment to safeguarding learners from any potential disadvantages during their educational journey. By considering the Guidance for Providers – Learner Transition, ASQA ensures that any extension approved is genuinely necessary to support the student cohort.

Furthermore, ASQA has also granted extended transition periods for the following skill sets:

  • CHCSS00097 Individual Support – Ageing Skill Set
  • CHCSS00098 Individual Support – Disability Skill Set

Additionally, the CHC52015 Diploma of Community Services has been included in this CHC training package update, with an extended transition period of its own.

All extended training, assessment, and certification issuance periods for these qualifications are set to end on 31 July 2024, except for the CHC52015 Diploma of Community Services, which will conclude on 31 December 2024.

This CHC training update applies to both new and existing students. Training providers are permitted to accept new enrolments during the extended period, on the condition that students successfully complete their qualifications, receive statements of attainment, or transition to a replacement qualification before the respective transition end dates.

ASQA collaborated with the Victorian Registration and Qualifications Authority (VRQA) and the Training Accreditation Council Western Australia (TAC WA) before the extended transition request was finalised.

These qualifications will remain part of the providers’ scope of registration until the end of the approved extended transition periods. ASQA’s dedication to fostering a conducive learning environment underscores its commitment to successfully empowering students to achieve their educational goals.

Latest CHC Update: ASQA Approves Extended Transition Period for CHC51115 Diploma of Financial Counselling, Benefiting Learners and RTOs

In a move to address potential disadvantages faced by learners, the Australian Skills Quality Authority (ASQA) has approved an extended transition period for the CHC51115 Diploma of Financial Counselling qualification. This latest CHC update, which benefits RTO, will significantly impact the duration of training, assessment, and certification issuance for this qualification. The extended period is set to conclude on December 14, 2024.

The approval of this extended transition period aligns with ASQA’s commitment to mitigating potential challenges learners face during qualification transitions. By extending the timeline, ASQA aims to minimise any genuine disadvantages arising from the replacement process.

Notably, this CHC training update was supported by Financial Counselling Australia, highlighting the importance of collaboration between regulatory bodies and industry stakeholders. The extended transition request was carefully considered by ASQA, who consulted with the Victorian Registration and Qualifications Authority (VRQA) and the Training Accreditation Council of Western Australia (TAC WA) to ensure a comprehensive assessment.

During the extended transition period, the CHC51115 Diploma of Financial Counselling will remain within the scope of registration of RTOs.

24 April 2023 Update

CHC Training Package Update: Reinstatement of Certificate III and Diploma of Early Childhood Education and Care

In response to workforce shortages in the early childhood education sector, the government reinstated the Certificate III and Diploma of Early Childhood Education and Care in its CHC training package update last year. The former government previously removed these qualifications from TAFE SA in metropolitan areas, but they were brought back following a pre-election commitment.

With this latest CHC update, enrolments for both courses have surged from 276 to 456 in just one year, with the demand for early childhood education professionals rising. This increase in enrolments is a testament to the government’s decision to reinstate these courses, and Education, Training and Skills Minister, Blair Boyer expressed his delight, saying, “It shows exactly why we made the right decision to bring these courses back.”

The Certificate III and Diploma of Early Childhood Education and Care are practical qualifications that prepare students for early childhood education careers. These CHC qualifications include the latest information and requirements for students to gain the skills and knowledge needed for this profession.

Community Services (CHC) Training Package Update: ASQA Approves Extended Transition Period for CHC43115 Certificate IV in Disability

The Australian Skills Quality Authority (ASQA) recently granted an extended transition period for the CHC43115 Certificate IV in Disability qualification of the Community Services (CHC) Training Package in Australia. The extended transition of the latest CHC update applies only to currently enrolled students, and the training, assessment, and certification issuance period ends on 31 July 2024.

The Standards for Registered Training Organisations 2015 have specific clauses that specify the transition periods for qualifications. However, in exceptional circumstances where it can be shown that refusing such an extension would place learners at a significant disadvantage, ASQA may approve a more extended transition period.

The Guidance for Providers – Learner Transition stipulates that ASQA will only entertain requests for an extended transition period if there is a significant disadvantage to a group of learners without such an extension.

ASQA consulted with the Victorian Registration and Qualifications Authority (VRQA) and the Training Accreditation Council of Western Australia (TAC WA) before granting the extension request for CHC43115 Certificate IV in Disability of the CHC Training Package in Australia.

This qualification will remain in the scope of registration for Registered Training Organisations (RTOs) until the end of the extended transition period.

If you are an RTO that offers CHC43115 Certificate IV in Disability, you should take note of this latest CHC update and make necessary arrangements to comply with the extended period.

It is worth mentioning that learners who have already completed the qualification before the end of the extended transition period will be OK with this CHC training package update.

However, those currently enrolled in the course should check with their respective RTOs for more information on how the extended transition period will impact their studies.

What Are the New Changes in the CHC Training Package Update

The CHC: Community Services training package has new changes, which have been officially released on training.gov.au. The latest CHC updates completed by SkillsIQ ensure that the training package in Australia remains relevant and up to date with industry standards, reflecting the changing needs of the industry.

The training package components have been updated with minor revisions, which did not require re-endorsement. The training updates include one new qualification, two updated qualifications, and one updated skill set. Check out the changes below.

31 December 2022 Update

The CHC Training Package Update Version 9.1 is Out!

It’s official! CHC40113 Certificate IV in School Age Education and Care has been deleted from the CHC training package version 9.1. The latest CHC update went live on 31 December 2022, and supersedes CHC08.

Although tagged as a minor upgrade, the removal of CHC40113 significantly impacts Registered Training Organisations (RTO) that have the said community services qualification in their scope. As stated in the 2015 Australian Skills Quality Authority (ASQA) standards, students enrolled in the qualification must complete training and receive certificates within two years from the date it was removed from training.gov.au.

But, if the students cannot complete the mentioned community services course within the given period, RTOs must provide alternatives for them. RTOs must assist learners and help them transfer to an endorsed alternative qualification before the deadline.

CHC Training Package Update: CHC33021 & CHC43121 Are Ready!

Aged Care, Disability Care, and Direct Client Care Project Update 

On 7 December 2022, a decision was made by SkillsIQ to retract CHC43021 from training.gov.au, a move that followed its accidental publication alongside the rest of the 2021 CHC qualifications. Stakeholders in the education sector are being informed that the validity of CHC43015 Certificate IV in Ageing Support remains unaffected.

Our communication with Melinda Brown, the accomplished general manager at SkillsIQ, verified the inadvertent release of the CHC43021 qualification, subsequently leading to its prompt removal from the training.gov.au database. Brown clarified that the 2021 edition of Certificate IV in Ageing Support is still pending endorsement from the Skills Ministers.

The drawn-out process of obtaining the necessary endorsement and approval for CHC43021 Certificate IV in Ageing Support has caused it to be excluded from consideration under the new Industry Cluster, once such appointments are finalised. While specifics concerning the impending reforms in the vocational education and training (VET) system are yet to be disclosed, expectations are for its commencement by January 2023.

Presently, SkillsIQ has refrained from making any official declarations or statements concerning the withdrawal of CHC43021 Certificate IV in Ageing Support.

With the arrival of 24 November 2022, a significant milestone has been reached as the eagerly anticipated CHC Community Services qualifications and units are now accessible on training.gov.au. We take immense pleasure in declaring ourselves among the pioneering – quite possibly the very first – institutions to have them primed for implementation! These will effectively take the place of the 2015 editions. Educational institutions have a span of 12 months to shift from their former courses to the freshly introduced ones.

Please take note that the three qualifications introduced in 2021 are not equivalent to the previous qualifications. Noteworthy revisions have been undertaken to mirror shifts in industry expectations. If your establishment intends to provide the latest iteration of these Community Services courses, it will be imperative to initiate a re-application for scope.

Outlined below are the specifics of the changes:

In light of the recent updates to the CHC training products, the optimal course of action for RTOs and other educational service providers is to develop a comprehensive project plan that ensures a smooth transition. It’s crucial for your RTO to proactively acquire the latest training resources at the earliest opportunity to effectively manage the upcoming changes.

CHC TRAINING PACKAGE UPDATE AS OF 21ST JULY 2021

It’s been a long-time coming but the good news that we have all been waiting for is finally here — the NEW 2021 Early Childhood Education and Care, Education Support are now officially released on training.gov.au together with the CHC – Community Services 5.0 update!

These latest qualification packages supersede the 2013 and 2015 versions and are NOT equivalent. Therefore, this would require RTOs to add the most-awaited CHC quals to their scope. As there is a one-year teach-out period to allow students who were enrolled in the superseded qualifications ample time to complete their training, it is crucial that RTOs start transitioning to the most updated ones as soon as possible.

CHC Training Package Update as of 20th April 2021 

In the latest AISC meeting last 20th April, the Committee approved the resubmitted Case for Endorsement. This means the 2021 CHC (Children’s Education and Care) training package updates will be endorsed to the Ministers for final approval. The AISC has also agreed to removing the prerequisites for two units in the Diploma of Early Childhood Education and Care.

The update also retrains the proposed entry requirement to the Diploma of Early Childhood Education and Care, as well as the deletion of the Certificate IV in School Age Education and Care.

The AISC also agreed to the development of resources to support RTOs to undertake Recognition of Prior Learning for students with experience in the sector or other education-related qualifications who do not meet the entry requirement to the Diploma of Early Childhood Education and Care.

The AISC has also agreed to:

  • Development of resources to support RTOs to undertake Recognition of Prior Learning for students with experience in the sector or other education-related qualifications that don’t meet the entry requirement to the Diploma of Early Childhood Education and Care.
  • Research to be commissioned to examine the impact of the Certificate III entry requirement to the Diploma on Diploma enrolment/completions over the next 18 to 24 months.

Latest: 14 April 2021 on the CHC Training Package Update

The AISC meeting agenda published on Wednesday shows the 2 qualifications from the CHC Community Services (Children’s Education and Care) which were not approved during the last meeting will be resubmitted for endorsement at the April 20th AISC meeting.

If the qualifications are approved during the meeting, we can expect to see the qualifications go live on training.gov.au within 1 to 2 months.


 

After years of waiting, the update for the Children’s Education and Care training package is finally moving forward. It’s one of the biggest changes the package has seen in years encompassing multiple qualifications, units of competency, and skill sets.

Overview of What’s Happening to the Children’s Education and Care Update

As of 23 February 2021, the Australian Industry Skills Committee (AISC) or the Committee has approved changes to four out of six qualifications and their corresponding units. The remaining unapproved qualifications undergo another round of revisions. Learn more about the latest meeting here.

The following qualifications have in-principle approval which means they have been approved by the Committee and will be referred to the Ministers for endorsement.

The Committee will work with the Industry Reference Committee to identify problems with the proposed qualifications above and resubmit them to the AISC. The Committee may meet out of session to ensure the training package is approved without further delays to the project.

Tips for RTOs Moving Forward

Here are some important things to keep in mind to help your RTO make the best out of the training package update:

  • Plan your transition early. Better adapt to the changes to the course materials by having a transition plan in place as soon as possible. It is never too early to plan ahead when it comes to major changes like the Children’s Education and Care update.
  • Secure the latest RTO training materials now. Securing the latest RTO materials only provides benefits to your organisation. When you get a head start on your transition, you’ll be able to get your money’s worth of the new resources and be one of the first to market the latest courses. Also, students actively seek out organisations with the latest version of the course materials they need. If you want to capitalise on the student demand, it’s best to get these RTO materials as soon as possible.
